Nous proposons un cheminement progressif vers la souveraineté.

Les habitants arabes de zones soigneusement sélectionnées au J&S (Judée et Samarie, la soi-disant « Cisjordanie »), comme les quartiers de Goush Etzion, Ma’ale Adoumim, Ariel ou la vallée du Jourdain, se verront offrir la possibilité de demander la résidence permanente en Israël, comme le prouve une carte d’identité bleue israélienne. Un examen attentif des demandes déterminera qui est éligible à la résidence permanente en Israël avec tous les avantages de la citoyenneté israélienne, similaires à ceux dont bénéficie l’écrasante majorité de la communauté arabe de Jérusalem. Cela comprend l’assurance nationale, les soins de santé et le vote aux élections locales, mais pas aux élections nationales israéliennes.

Au départ, aucune déclaration de souveraineté. Le principal port des Houthis a été détruit et les terroristes soutenus par l’AP à Jénine, Qalqilya, Shechem et ailleurs en J&S sont en train d’être anéantis. La Syrie et l’Irak voient Israël remporter ce conflit militaire sur plusieurs fronts. Les États sunnites et du CCG ainsi que de nombreux ennemis du Hezbollah célèbrent en silence le succès spectaculaire d’Israël. Malheureusement, il existe un autre conflit dans lequel Israël a beaucoup moins de succès. En fait, Israël perd la guerre de l’information (propagande ou hasbara) de manière dramatique depuis des décennies. Nous devons comprendre que tant qu’Israël maintiendra un gouvernement militaire (considéré comme une « occupation ») au Jammu-et-Cachemire, des parties importantes de sa patrie biblique et historique, il continuera de perdre la bataille de l’opinion publique. Il ne peut justifier et défendre un vide gouvernemental vieux de 57 ans en J&S. Cet échec est évident dans les rues, dans les universités, dans les parlements, à l’ONU, dans les médias, dans les tribunaux et dans tous les forums de la planète.

L’« occupation » et le régime militaire doivent cesser ! Selon les mots du Premier ministre israélien Ariel Sharon en mai 2003, « vous ne pouvez pas aimer ce mot, mais ce qui se passe (à Gaza, en J&S) est une occupation – maintenir les Palestiniens sous occupation, je crois, est une chose terrible pour Israël et pour les Palestiniens. »

Avec beaucoup de fanfare et de protestations, dans une première étape, pour mettre fin à « l’occupation », Israël s’est retiré unilatéralement de Gaza en 2005. Tout le monde comprend maintenant que la tentative de Sharon de mettre fin à la soi-disant « occupation » était une erreur tragique. Il existe deux façons de mettre fin à « l’occupation » ou au régime militaire israélien : le retrait ou l’annexion.

Le retrait et la création d’un État terroriste indépendant du Hamas à Gaza ont conduit à des conséquences tragiques et à cinq guerres. De même, la création d’un État terroriste de l’AP, de l’OLP et du Fatah en J&S conduirait à une violence inimaginable. Les partisans du retrait israélien et de la création de deux États pensent qu’une solution à deux États résoudra tous les problèmes du Moyen-Orient. Biden/Harris, le Département d’État américain, l’ONU, la communauté européenne et d’autres ne sont pas conscients de l’échec total de l’expérience de Sharon à Gaza ou rêvent de la disparition d’Israël avec un État terroriste dans son arrière-cour.

Avant le 7 octobre, de nombreux Israéliens pensaient que la seule solution au conflit israélo-arabe était la création d’un État arabe palestinien. Aujourd’hui, presque tous les Israéliens, à l’exception de deux Ehoud, anciens Premiers ministres d’Israël, et d’un ou deux aspirants Premiers ministres, comprennent qu’il ne peut y avoir de solution à deux États. Presque tous les Israéliens comprennent que l’AP est un partenaire de paix totalement peu fiable. La plupart des Israéliens comprennent maintenant qu’il n’y a qu’une seule voie à suivre : Israël doit mettre fin à l’occupation militaire, déclarer sa souveraineté et annexer le J&S, son ancienne patrie juive.

En juin 2003, lorsque j’ai proposé pour la première fois qu’Israël annexe ou déclare sa souveraineté sur le J&S, l’idée a été accueillie avec beaucoup de scepticisme. Une conférence a été organisée pour discuter de la proposition avec de hauts dirigeants israéliens et des personnalités qui suscitent la réflexion. Une transcription de cette réunion à Kfar Maccabiah documente le rejet unanime d’un tel plan. La plupart rêvaient d’une solution à deux États. Les objections à mon plan allaient des craintes démographiques basées sur des statistiques fictives de l’Autorité palestinienne, aveuglément soutenues par les démographes et géographes israéliens Sergio della Pergola et Arnon Sofer. Ils pensaient que les plus de trois millions d’Arabes imaginaires vivant en J&S, avec leurs taux de fécondité explosifs, détruiraient Israël en tant qu’État juif. D’autres disaient qu’Israël ne pourrait pas résister aux objections du monde. D’autres disaient que les problèmes économiques et sociaux qui accompagneraient l’annexion seraient catastrophiques. D’autres soutenaient que les nouveaux résidents d’Israël créeraient une catastrophe électorale qui pourrait détruire l’existence d’Israël en tant qu’État juif. D’autres encore affirmaient qu’il n’y avait pas de solution. Le statu quo était la voie préférée et Jacob et Esaü seraient toujours en conflit.

Mon plan d’annexion original de 2003, www.onejewishstate.com, se débattait avec le statut des prétendus 3 millions d’Arabes. Plusieurs suggestions ont été faites, notamment un chemin vers la citoyenneté et un plan de découpage des circonscriptions qui aiderait à préserver Israël en tant qu’État juif. Aujourd’hui, le principal obstacle à la déclaration de souveraineté en J&S tourne toujours autour du statut des résidents arabes. Les déclarations exagérées du Bureau central palestinien des statistiques ont été démystifiées par notre groupe de recherche démographique américano-israélien dirigé par Bennett Zimmerman et Yoram Ettinger et l’épée démographique a été retirée du cou d’Israël. En effet, l’avenir démographique est très prometteur avec l’Aliyah croissante, l’émigration arabe et la fécondité juive dépassant la fécondité arabe.

Diverses alternatives ont été suggérées, comme une déclaration limitée de souveraineté dans la zone C, ajoutant ainsi moins de 100 000 Arabes. D’autres ont suggéré qu’Israël déclare sa souveraineté sur la vallée du Jourdain, ajoutant peut-être 25 000 résidents arabes. Il existe de nombreuses autres propositions. Mais quel serait le statut juridique des résidents arabes ? J’ai récemment proposé le soi-disant « Plan de Porto Rico ». Annexer et octroyer des cartes d’identité bleues d’Israël à tous les résidents qualifiés de la J&S. Cette suggestion pourrait être trop dramatique et déclencher d’énormes objections au niveau mondial et local. Existe-t-il une meilleure voie qui n’implique pas initialement l’annexion ? Existe-t-il un modèle qui permettrait aux résidents de J&S de choisir s’ils veulent faire partie d’Israël ou continuer à vivre sous des chefs arabes autocratiques ?

Au fil des ans, des personnalités et des groupes importants ont rejoint le camp exigeant qu’Israël déclare sa souveraineté sur le Mandat original de 1922 pour la Palestine qui comprend toute la J&S, le foyer national juif ancestral. Nadia Matar et le Mouvement des femmes vertes ont adopté et défendu la souveraineté. La journaliste distinguée Caroline Glick a compris que l’annexion est la bonne voie et a publié son livre « Un plan d’un seul État pour la paix au Moyen-Orient ». Récemment, l’honorable ambassadeur David Friedman a publié son livre « Un seul État juif » et a même mis en avant le « Plan de Porto Rico ». Comme chacun sait, une carte d’identité bleue d’Israël est un bien très précieux dans la communauté arabe de Jérusalem et est détenue par quelques privilégiés qui vivent en J&S. Plus de 125 000 Arabes ont quitté l’Autorité palestinienne pour vivre à Jérusalem. En effet, lorsqu’on a demandé aux Arabes de Jérusalem s’ils préféraient vivre en Israël ou dans un État palestinien, plus de 90 % ont choisi Israël. Le Dr Ahmad Tibi, membre arabe de la Knesset, par exemple, a été outré lorsqu’on lui a dit que sa maison à Jérusalem serait du côté « palestinien » de Jérusalem. Imaginons que les Arabes d’un village choisi en J&S se voient offrir la possibilité de demander une carte d’identité bleue d’Israël. Sur la base de diverses enquêtes et entretiens, la grande majorité sera ravie d’avoir une chance de stabilité et de devenir des acteurs de l’avenir d’Israël. Au fur et à mesure que le programme réussit, d’autres villages se verront offrir des opportunités similaires. Cela se transformera en une demande massive des Arabes de toute la J&S demandant la même opportunité.

Lorsque cela se produira, le statut des dictateurs brutaux de l’AP/Hamas sera mis à mal non seulement en J&S mais aussi en Israël et au niveau international. Le peuple aura parlé. Il n’aura plus à envier la paix et la prospérité dont jouissent ses frères arabes israéliens. Eux aussi veulent faire partie de l’État d’Israël ! Lorsque cela se produira, Israël pourra déclarer sa souveraineté pour le plus grand plaisir d’une population arabe non hostile, heureuse d’avoir échappé à la société fondée sur la terreur qui lui a été imposée auparavant.

De nombreux problèmes doivent être affrontés. Le Fatah et le Hamas seront hystériques et menaceront de tuer quiconque demandera la résidence en Israël. Je me demande pourquoi ? Comment tant de gens peuvent-ils rejeter la direction de l’AP et du Hamas et demander la citoyenneté en Israël, l’État raciste d’apartheid ? Les questions juridiques de la Cour suprême israélienne et du procureur général. Israël ne peut pas discriminer et offrir la résidence permanente à certains et pas à tous. Les normes de résidence sont discriminatoires. Après tout, les terroristes devraient également bénéficier de tous les droits ! Bien sûr, ceux dans le monde qui cherchent la destruction d’Israël par la création d’un État terroriste dirigé par l’AP et le Hamas, seront scandalisés qu’Israël offre la résidence à une population arabe consentante. Ils seront stupéfaits lorsque cette voie simple vers une éventuelle déclaration ou une annexion réussira.

Lorsque l’occupation et le régime militaire prendront fin, il y aura toujours des antisionistes qui chercheront la destruction d’Israël. Cependant, une fois pour toutes, la vraie nature des antisémites sera exposée : ils nient le droit des Juifs à vivre dans leur propre État. Israël aura gain de cause devant l’opinion publique. Le peuple juif a le droit à son propre État souverain et indépendant. Un État qui reconnaît les droits civils et religieux de toutes les minorités, mais qui ne tolère pas les prétendus droits nationaux de ceux qui cherchent à le détruire.

Israël ne peut pas gagner la guerre de l’information contre ceux qui soutiennent les combattants de la « liberté » et les résistants qui cherchent à mettre fin à la gouvernance militaire d’Israël. Commençons le chemin vers la souveraineté et mettons fin à « l’occupation » dans le « jour d’après » qui vient.

A new path to sovereignty in Judea & Samaria

We propose a gradual path to sovereignty.

Arab inhabitants of carefully selected areas in J&S (Judea and Samaria, the so-called 'West Bank'), such as neighborhoods in Gush Etzion, Ma’ale Adumim, Ariel, or the Jordan valley, will be offered the opportunity to apply for permanent Israel residency, as evidenced by an Israeli Blue ID card.

Careful review of the applications will determine who qualifies for permanent Israel residency with all the benefits of Israel citizenship similar to that enjoyed by the overwhelming majority of the Jerusalem Arab community. This includes National insurance, healthcare, and voting in local elections but not in National Israel elections. Initially, no declaration of sovereignty.

Israel is on the verge of a spectacular (for West Point students) if not miraculous (for believers in Hashem) victory in its 7-front battle. Iran and its six proxies are bewildered. Hamas is on its knees. Hezbollah management has been buried and its arsenal is being obliterated. The Houthi’s major port has been destroyed and PA supported terrorists in Jenin, Qalqilya, Shechem and elsewhere in J&S are being obliterated. Syria and Iraq are watching Israel winning this multi-front military conflict.

Sunni and GCC states along with multiple enemies of Hezbollah are quietly celebrating Israel’s dramatic success.

Unfortunately, there is another conflict in which Israel is far less successful. In fact, Israel has been losing the information (propaganda or hasbara) war in a dramatic fashion for decades. We must understand that as long as Israel maintains a military government (seen as "occupation") of J&S, significant parts of its biblical and historical homeland, it will continue to lose the battle of public opinion. It cannot justify and defend a 57-year-old governmental limbo in J&S. This failure is evident in the streets, in academia, in parliaments, in the UN, in the media, in the courts and in every forum on the planet. The "occupation" and military rule must end!

In the words of Israel Prime Minister Ariel Sharon in May 2003, "You cannot like the word, but what is happening (in Gaza, J&S) is an occupation -- to hold Palestinians under occupation, I believe, is a terrible thing for Israel and for the Palestinians." With much fanfare and protest, in a first step to end the "occupation", Israel unilaterally withdrew from Gaza in 2005. Everyone now understands that Sharon’s attempt to end the so-called “occupation” was a tragic blunder.

There are two ways to end the “occupation” or Israeli military rule: Withdrawal or Annexation.

Withdrawal and creation of an independent Hamas terrorist state in Gaza led to tragic consequences and five wars. Similarly, creation of a PA, PLO, and Fatah terrorist state in J&S would lead to unimaginable violence.

Proponents of Israeli withdrawal and creation of two-states believe that a two-state solution will resolve all the problems in the Middle East. Biden/Harris, the US State Department, the UN, the European community, and others, are either oblivious to the total failure of Sharon’s Gaza experiment or dream of Israel’s demise with a terrorist state in its backyard.

Before October 7th, many Israelis believed that the only solution to the Arab Israeli conflict was the creation of a Palestinian Arab state. Today, almost all Israelis other than two Ehud’s, former prime ministers of Israel, and one or two prime minister wannabees understand that there can be no two-state solution. Almost all Israelis understand that the PA is a totally unreliable peace partner Most Israelis now understand that there is only one path forward: Israel must end the military occupation and declare sovereignty and annex J&S, its ancient Jewish homeland.

Back in June of 2003, when I first proposed that Israel annex or declare sovereignty over J&S, the idea was viewed with great skepticism. A conference was held to discuss the proposal with senior Israeli leaders and thought-provoking personalities. A transcript of that gathering in Kfar Maccabiah documents the unanimous rejection of such a plan. Most dreamed of a two-state solution.

The objections to my plan ranged from demographic fears based on fictitious Palestinian Authority demographic statistics blindly supported by the Israeli demographers and geographers, Sergio dela Pergola and Arnon Sofer. They believed that the imaginary three million plus Arabs living in J&S with their explosive fertility rates would destroy Israel as a Jewish state. Others said that Israel could not stand up to the World’s objections. Others said that economic and social issues accompanying annexation would be catastrophic. Others argued that the new residents of Israel would create an electoral catastrophe that could destroy Israel’s existence as a Jewish state. Others claimed that there is no solution. The status quo was the preferred path and Jacob and Esau would always be in conflict.

My original 2003 annexation plan, www.onejewishstate.com, struggled with the status of the alleged 3 million Arabs. Several suggestions were made including a path to citizenship and a gerrymandered districting plan that would help preserve Israel as a Jewish State. Today, the major stumbling block in the way of declaring sovereignty in J&S still revolves around the status of the Arab residents.

The exaggerated population claims of the Palestinian Central Bureau of Statistics were debunked by our American Israel Demographic Research Group led by Bennett Zimmerman and Yoram Ettinger and the demographic sword has been removed from Israel’s neck. Indeed, the demographic future is very bright with growing Aliyah, Arab emigration, and Jewish fertility exceeding Arab fertility.

Various alternatives have been suggested such as a limited declaration of sovereignty in Area C, thereby adding fewer than 100,000 Arabs. Others have suggested that Israel declare sovereignty over the Jordan Valley, adding maybe 25,000 Arab residents. There are numerous other proposals. But what would be the legal status of the Arab residents? I recently proposed the so-called “Puerto Rico Plan”. Annexing and granting Blue Israel ID cards to all qualified residents of J&S. That suggestion may be too dramatic and trigger enormous worldwide and local objections. Is there are better path that does not initially involve annexation? Is there a model that would allow the residents of J&S to choose whether they want to be part of Israel or continue to live under autocratic Arab bosses?

Over the years significant figures and groups have joined the camp demanding that Israel declare sovereignty over the original 1922 Mandate for Palestine which includes all of J&S, the ancestral Jewish National Home. Nadia Matar and the Women in Green Movement adopted and championed Sovereignty. The distinguished journalist Caroline Glick understood that annexation is the correct path and issued her book “A One State Plan for Peace in the Middle East”. Recently, the Honorable Ambassador David Friedman released his book “One Jewish State” and even highlighted the “Puerto Rico Plan”.

As is well known, a Blue Israel ID card is a highly valued possession in the Arab community of Jerusalem and is held by a fortunate few who live in J&S. Over 125,000 Arabs have left the Palestinian authority to live in Jerusalem. Indeed, when Jerusalem Arabs were asked whether they would prefer to live in Israel or in a Palestinian state, over 90% chose Israel. Dr. Ahmad Tibi, Arab Knesset Member, for example was outraged when told that his home in Jerusalem would be on the "Palestine" side of Jerusalem.

Let’s imagine that the Arabs in a selected village in J&S are offered the chance to apply for a Blue Israel ID card. Based on various surveys and interviews, the vast majority will be delighted to have a chance for stability and to become participants in Israel’s future. As the program succeeds, additional villages are offered similar opportunities. This will morph into a landslide demand by Arabs across J&S asking for the same opportunity. When that happens, the status of the PA/Hamas brutal dictators will be undermined not only in J&S but in Israel and internationally. The people will have spoken. They need no longer envy the peace and prosperity that their Israeli Arab brethren have enjoyed. They too want to be a part of the state of Israel!

When that happens, Israel can declare sovereignty to the delight of a non-hostile Arab population, happy to have escaped the terror-based society previously imposed upon them.

Numerous issues must be confronted.

Fatah and Hamas will be hysterical and threaten to murder anyone who applies for Israel residency. I wonder why? How can so many people reject the PA and Hamas leadership and request citizenship in Israel, the apartheid racist state?

Legal issues from the Israeli Supreme Court and Attorney General. Israel cannot discriminate and offer permanent residency to some and not all. The standards for residency are discriminatory. After all, terrorist should also be given full rights!

Of course, those in the World seeking Israel’s destruction via the creation of a terrorist state ruled by the PA and Hamas, will be outraged that Israel is offering residency to a willing Arab population. They will be flabbergasted when this simple path to eventual declaration or annexation succeeds.

When the occupation and military rule ends, there will still be anti-Zionists who seek Israel’s destruction. However, once and for all, the true nature of anti-Semites will be exposed as deniers of the right of Jews to live in their own state. Israel will win that argument in the court of public opinion. The Jewish people have the right to their own independent sovereign state. A state that recognizes the civil and religious rights of all minorities but does not suffer the so-called national rights of those who seek its destruction.

Israel cannot win the information war with those who support “freedom” fighters and resistance fighters seeking an end to Israel’s military governance. Let’s begin the path to sovereignty and end the "occupation" in the forthcoming “day after”.
