Avant de créer un autre « État palestinien », considérons ses chances de succès.

Nous avons eu plusieurs États arabes différents en Palestine et aux alentours. Tous ont échoué, certains de manière désastreuse. Un autre État palestinien imaginé par Anthony Blinken ou un groupe de réflexion ne deviendra-t-il qu’un « État en faillite » de plus, voire un État voué à l’échec ?

L’OLP de Yasser Arafat gère un État en attente corrompu et défaillant sur le flanc est d’Israël, dans une zone communément appelée « la Cisjordanie ». Depuis 30 ans, il a échoué dans tous les domaines, sauf dans le terrorisme. Des gauchistes israéliens bien intentionnés, soutenus par des groupes de réflexion américains et des responsables du Département d’État bien intentionnés, pensaient qu’Arafat et l’OLP étaient devenus « modérés ». Ils leur ont donné Gaza et la Cisjordanie, leur offrant un État palestinien tout fait. Les accords entre l’OLP et Israël de 1993 à 1995 étaient censés instaurer une ère de paix. Au lieu de cela, ils ont amené une ère de terreur : 2 000 Israéliens ont été assassinés en moins d’une décennie. Dès le premier jour, l’OLP a violé tous les pactes avec Israël, fait passer des armes en contrebande et organisé des attaques terroristes. Le successeur d’Arafat, Mahmoud Abbas, prétend être « modéré » en versant des primes aux terroristes qui attaquent Israël, notamment aux terroristes du Hamas à Gaza.

Certains Occidentaux naïfs suggèrent que quelques États arabes devraient diriger Gaza, et peut-être aussi la Cisjordanie. L’histoire suggère que cette option échouerait, comme elle a échoué dans le passé. La Jordanie est déjà une sorte de fiction, un État « trans » avec des problèmes d’identité. La plupart des « Jordaniens » s’identifient comme Palestiniens. La Jordanie a déjà peur des Palestiniens et n’en veut plus. Il en va de même pour l’Égypte. Ils savent pourquoi. La Jordanie a dirigé la Cisjordanie de 1949 à 1967 alors que l’Égypte occupait la bande de Gaza. Les deux régions, censées constituer la Palestine arabe, ont été traitées durement et n’ont pas obtenu leur indépendance. Étrangement, personne n’a exigé de « libérer la Palestine » des occupants « du fleuve à la mer ».

Après que les États arabes ont attaqué Israël en 1967 (et perdu), Israël a repris Gaza et la Cisjordanie, étouffant la terreur. Israël a traqué Arafat, qui a fui vers la Jordanie où il a rétabli les bases de l'OLP. L’OLP a déclenché une ère mondiale de terreur. Il a détourné des avions et tenté d’enlever des États arabes entiers, les détruisant presque. Les Palestiniens sont devenus des pionniers du terrorisme. C’est pourquoi aujourd’hui, en 2023, aucun État arabe ne propose de les réinstaller. L’OLP a déchiré la Jordanie en 1969-70, en essayant d’ériger un État de l’OLP à Amman. Le roi Hussein a vaincu l'OLP et sauvé son pays en expulsant les terroristes. Ils sont allés au Liban, où ils ont déclenché une guerre civile et construit un autre État terroriste palestinien dont le siège est à Beyrouth.

À partir de là, Arafat a lancé d’autres détournements d’avion et l’attaque meurtrière contre l’Olympiade de 1972. Par la suite, les terroristes de l’OLP ont souvent été licenciés par les gouvernements occidentaux, craignant de nouvelles attaques.

L’État terroriste de l’OLP s’est développé. Les attaques locales contre la frontière nord d’Israël se sont multipliées jusqu’à ce qu’en 1982, Israël batte l’OLP au Liban, l’expulsant vers la Tunisie. Une décennie plus tard, les gauchistes israéliens ont sauvé Arafat, le ramenant en Israël/Palestine en 1993.

Dans une autre « démarche de paix » annoncée par la gauche israélienne, Ariel Sharon a expulsé la petite population civile israélienne de Gaza en 2005. La paix n’est jamais venue. La terreur arabe est montée en flèche. Littéralement. Les attaques à la roquette se sont intensifiées après que le Hamas ait battu l'OLP aux élections. Inscrire le Hamas sur le bulletin de vote était une initiative de paix bien intentionnée, poussée par la secrétaire d’État américaine Condoleezza Rice. Depuis, il n’y a pas eu d’élections à Gaza, ni dans les territoires contrôlés par l’OLP. Un homme, un vote, une seule fois. Les exportations de Gaza sont allées de fleurs et d’agrumes israéliens cultivés localement à la terreur arabe locale, ce que le Hamas a appelé « muqawwama sarwakhiyya » – « résistance propulsée par fusée ».

Qu’avons-nous appris ? Pourquoi la Palestine arabe échoue-t-elle alors que la Palestine juive – Israël – réussit ? D’Arafat/Abbas au Jihad/Hamas, les États palestiniens deviennent des États en déliquescence, des bases terroristes. Un État-nation prospère nécessite une idée nationale unificatrice, une histoire et un plan opérationnel qui soit une vision d’un avenir national plein d’espoir.

La Palestine est une fiction. Palestine est un mot étranger en arabe et n’apparaît jamais dans le Coran. La cause palestinienne (Al-Qadiyya Al-Filastiniyya en arabe) n’a jamais été une idée cohérente. La « Palestine » était un symbole artificiel pour les sommets de la Ligue arabe, une bannière panarabe sous laquelle les États arabes prétendaient être unifiés.

La Palestine n’a jamais été conçue comme une vision positive mais comme une vision visant à nier Israël. Une chose unit l’OLP et le Hamas : l’idée d’effacer Israël. Ils diffèrent sur la tactique. La haine est suffisante pour brûler la maison de votre voisin, mais pas pour construire votre propre maison.

Why Palestine Fails

Before creating another “Palestinian state,” let’s consider its chance of success.

We’ve had several different Arab states in and around Palestine. All failed, some disastrously.

Yasser Arafat’s PLO operates a corrupt and failing state-in-waiting on Israel’s eastern flank, in an area commonly called “the West Bank.”  It has failed in everything but terror for 30 years.

Well-meaning Israeli leftists, backed by well-meaning U.S. think-tanks and State Department officials, believed Arafat and the PLO had become “moderates.” They gave them Gaza and the West Bank, offering them a ready-made Palestinian state.

The PLO-Israel agreements of 1993-95 -- were meant to bring an era of peace.  Instead, they brought an era of terror: 2,000 Israelis were murdered in less than a decade.

From Day One, the PLO violated all pacts with Israel, smuggled weapons, staged terror attacks.

Arafat’s successor, Mahmoud Abbas, pretends to be “moderate,” as he pays bonuses to terrorists who attack Israel, including Hamas terrorists in Gaza. 

Some naïve Westerners suggest a few Arab states should run Gaza, maybe the West Bank, too. History suggests that option would fail, as it failed in the past.

Jordan is already a sort of a fiction, a “trans” state with identity problems. Most “Jordanians” identify as Palestinians. Jordan is already scared of Palestinians and does not want any more.  The same is true of Egypt. They know why.   

Jordan ruled the West Bank from 1949-1967 as Egypt occupied the Gaza Strip. Both areas, meant to be Arab Palestine, were treated harshly, not given independence. 

Strangely, nobody demanded “freeing Palestine” from occupiers “from the river to the sea.”

After Arab states attacked Israel in 1967 (and lost), Israel retook Gaza and the West Bank, stifling terror. Israel hounded Arafat, who fled to Jordan where he re-established PLO bases.

The PLO unleashed a global age of terror. It hijacked planes and tried to abduct entire Arab states, nearly destroying them. The Palestinians became pioneers in terror. That is why today, in 2023,  not one Arab state offers to resettle them.

The PLO ripped apart Jordan in 1969-70, trying to erect a PLO state in Amman. King Hussein defeated the PLO and saved his country, evicting the terrorists. They went to Lebanon, where they ignited a civil war and built another Palestinian terror state headquartered in Beirut.

From there, Arafat launched more hijackings and the fatal attack on the 1972 Olympiad. Afterwards, PLO terrorists were often let go by Western governments afraid of more attacks.

The PLO terror state grew.  Local attacks on Israel’s northern border increased, until, in 1982, Israel defeated the PLO in Lebanon, evicting them to Tunisia.  A decade later, Israeli leftists rescued Arafat, bringing him back to Israel/Palestine in 1993.

In another “peace move” heralded by Israeli leftists, Ariel Sharon evicted Israel’s tiny civilian population from Gaza in 2005. Peace never came. Arab terror skyrocketed.  Literally.

Rocket attacks sped up after Hamas beat the PLO in elections. Putting Hamas on the ballot was a well-meaning peace move pushed by U.S. Secretary of State Condoleezza Rice.  There have been no elections in Gaza since, and also none in PLO-run territory. One Man-One Vote, one time only.

Gaza’s exports went from home-grown Israeli flowers and citrus to home-grown Arab terror, what Hamas called « muqawwama sarwakhiyya » -- “rocket-propelled resistance.”What have we learned? Why does Arab Palestine fail while Jewish Palestine – Israel -- succeeds? From Arafat/Abbas to Jihad/Hamas, Palestinian states become failed states, terror bases.

A successful nation-state requires a unifying national idea, a history, and an operational plan that is a vision of a hopeful national future. Palestine is a fiction. Palestine is a foreign word in Arabic, and it never appears in the Quran.

The Palestinian Cause (Al-Qadiyya Al-Filastiniyya in Arabic) was never a coherent Idea.  “Palestine” was an artificial symbol for Arab League summits, a Pan-Arab banner under which Arab states pretended to be unified.

Palestine was never conceived as a positive vision but as a vision to negate Israel.

One thing unites the PLO and Hamas: the idea of erasing Israel. They differ on tactics.

Hatred is enough to burn your neighbor’s home but not enough to build a home of your own.
